Since moving from Australia to the UK in 1996 I have worked in Human Resources and Senior Operational Management roles. I spent 11 years working in the private sector employed by a blue chip outsourcing company, working as a business partner with other blue chip companies. After the birth of my son I relocated to Cumbria in 2007 to be closer to my husband's family. In 2008 I joined the public sector where I spent 11 years and gained a Post Graduate Qualification in Personnel and Management. I am qualified as a NLP Master Practitioner and Executive Coach.

Eden District Council
Whilst employed at Eden District Council, Bibian engaged in transforming and developing the HR service at the Council, introducing a Business Partner approach, working closely with colleagues to understand their business needs and identifying interventions to support those needs. Bibian developed the HR practices, processes and procedures required to meet emerging and changing circumstances.
Bibian ably assisted the Council through a significant and wide-ranging restructure and subsequently led a thorough review and revision of the Councils Job Evaluation scheme. Bibian worked closely with the recognised trade union and the Council's management team and both were appreciative of her commitment, approach and support, which enabled the Council to achieve successful outcomes in each of these matters.
In 2016, after the retirement of the head of service, Bibian was seconded to the Council's Planning Service, to provide stability through leadership and professional support in recruiting and the development and integration of new staff. Bibian managed the day to day service including handling complaints. Bibian's dedication and approach over the 12 months in this role helped to transform the service to one which performed well and improved significantly, recruiting a strong and effective team and reducing staff turnover. The foundation that Bibian helped to build directly assisted the service in securing improvements in the longer-term performance of the service.
Bibian was promoted to Assistant Director HR & Organisational Development in July 2016 and invited to become a member of the Senior Management team. Bibian actively contributed to the team, often supporting areas of work outside her own remit.
In 2019, Bibian led on the introduction of new arrangements for a Corporate Performance Management framework across the council. This required a focus upon strategic priorities as well as operational service planning.
